Ghana
has an abundance of renewable energy sources, such as solar, wind,
biomass and mini-hydro, which have so far only seen limited utilization.
In order to promote distributed power generation in general and
especially the utilisation of renewable energy sources for the provision
of electricity to the national grid the Energy Foundation has developed
a licensing framework for the connection of small scale distributed
power generation technologies to the national grid. It will give
an opportunity and encouragement to the private sector to participate
in the small scale electricity generation.
The
project was undertaken in collaboration with IT Power (UK), KITE
and the Energy Commission, under the auspices of the Ministry of
Energy and the British High Commission in Ghana. It included stakeholder
workshops in December 2004 and June 2005 where the framework was
presented and discussed. Inputs from the stakeholders have been
implemented in the final document.

The
Energy Commission and the Public Utility Regulatory Commission are
now incorporating the document into their guidelines.
